Last time I did it on a mac I went on the JOSM website a downloaded the JOSM-tested.jar. It works on all platform. There is more information on the website
I tried downloading JOSM from the josm website. My computer says “this type of file can harm your computer. Do you want to keep josm-tested.jar? Can you explain what I should do?
1.) Make sure you security preferences allow apps to be downloaded from anywhere (change this back to your default after)
2.) Now you should be able to download josm-tested.jar.
3.) After you downloaded it and have opened it remember to switch your security settings back.
Now you just install the josm-tested.jar and it should work. After remember to switch your security settings back. I think downloading josm and some other programs (like Inkscape) is a bit more complicated on a mac but keep trying it will work!

Oh and you need the latest version of java installed https://java.com/en/download/
