The way I would do it is take an old OGF backup file and use JOSM, osm2poly.pl and osmconvert to select and extract the area you want, and then view it with either JOSM or Maperitive. I think you’ll need Linux for this because osmconvert won’t do the job properly in Windows (I run Debian in a VirtualBox VM).
I can go into more detail, but I would endorse what others said on the Abandoned Territories thread : it’s best to treat Picard as though it never existed, and start afresh.
