Any vector graphics editing software (Inkscape, Corel). These tend to be expensive though. Free alternatives like Inkscape aren’t good (unless you are very used to them), so don’t bother.

I have used Inkscape. It’s not that hard to use if you have time to try different things with it. All the metro maps here are made with Inkscape. I had made almost nothing with Inkscape before those maps.

I use Inkscape regularly for projects (like the AR120-17 State of Astrantia flag which is my avatar). It’s pretty good and extensive software, It has a serious learning curve, though.

Download from https://inkscape.org and be prepared for some learning. I think it’s worth it in the end.
