I use something called the CommandLine plugin for JOSM. It has some nice functions, including ellipse (oval) and bezier curves (nice for railroad curves).
However, I think you need to have a python interpreter installed on your system for it to work. Anyway you could try it.

Sadly enough, it looks like that this plugin doesn’t work. It keeps saying ‘Verwerken…’ (no idea how to say that in English, something like progressing or so)

Hi niels, at the moment I’m programming external scripts that create all kinds of objects (houses, cities, landscape …). I haven’t programmed an oval yet, but it seems to be a task for less than 5 minutes. If you tell me the ratio of the needed oval (the size can be scaled by yourself), I can create you an .osm file with such an oval or create it somewhere in your area.
