In JOSM i did the exact thing to make a city, went to presets, and selected city from making the area, it shows up in JOSM but dosent show in OGF please help

Your cities are ways (a collection of points) when they need to be nodes (a single point). You can use ways to create boundaries but you can’t use them in the way you have.
