A City near water, with highways around the city and inside it.

I can’t recommend you a place to build a city with “highways” as mentioned. We’re allready overloaded with highways in Gobrassanya and basically in all over the world. You could better find a spot filled with too many highways in your opinion and try to remove some -> Make the city construction a bit more challenging.
You could focus on Lonowai District in Gobrassanya, where you could fill already existing city names with some detail.
