My advice - don’t! Begin with geography, rivers. Then place the cities, and then connect them with a cost-efficient road network.

thank you trabantemnaksiezyc making geography is difficult because I cant use josm with ChromeOS

You can just plan the geography on a seperate application or with pen on paper. You don’t have to translate it onto OGF immediately, as long as you have a general idea. See http://wiki.opengeofiction.net/wiki/index.php/OGF:Making_realistic_countries
