Not really a way to fix it. JOSM needs Java. In theory, there’s no reason why you couldn’t - chromebooks just run a version of Linux, and Java COULD work (my own computer is Ubuntu Linux). But the way Google (creators of chromebooks) has set it up, they disallow Java. So you’d have to change to a different operating system (like Ubuntu). How brave are you, with technical stuff?
