I was wondering of the presence of any website/software that allows me to start working on a wiki for a country while I am waiting for the country. Will I be able to work on it on some program then copy and paste it over?

Well, you can do that, but that is considered overwikification. Unless you have substantial mapping to write stuff, then don’t.
