I had already fully mapped all 50 prefectures (states) / 357 municipalities (counties) for Mahhal, long ago (almost 2 years, now). Recently I decided to radically change Mahhal and “start over” - but all that relation-building work seemed worth preserving. So this location is a holding area where I have placed all the previously created relations until I create the new, downsized Mahhal.
The old arrangement of prefectures can still be seen in this prefectures map I made, for example. The new Mahhal will place all 7 kingdoms in the northwest sector of the country (roughly the northern half of the old Puh Kingdom, surrounding Tárrases). This is being done in response to criticisms about climatological verisimilitude vis-a-vis the country’s extreme southern latitude.

I really don’t know for sure, but to me it looks like a temporary storage for some administrative relations.

yes, seems like storage to me too… I only build relations just when i need them, I don’t plan that much ahead.
