Well, make an administrative boundary and set it with an admin level of more than 2 (as 2 is for international boundaries). Then make a relation for the state as a boundary, set it to boundary=administrative, then set admin level to the same as the line.Set the line’s role as outer, and repeat for all lines that define the shape of the state.
