So, for whatever reason, when I try installing Josm, it doesn’t allow me to run the installer. It just asks me to open, save, or cancel. None of these work out. I’ve downloaded this before and had this exact same problem.

You’re going to need to give a lot more info, if anyone can help you. What operating system and computer do you have? Have you tried to find help online at the JOSM website? For example, this page: https://josm.openstreetmap.de/wiki/Download
You might be missing Java. You need to install that first. I recommend Oracle’s Java: https://www.java.com/en/

I’m on Windows 10, and I have Java installed. The big problem seems to be that when I try to download the installer, it doesn’t give me an option to run the program.

Nope, I figured it out. I was trying to download josm.jnlp, but just downloading the setup.exe listed on Luciano’s link worked. Thanks.
