Should R1 Be a Primary Road in Mikehaven?
It has a lot of Ramps and seems like a Motorway, But it also has some Stoplights.
What type of road should it be?
I don’t think it really needs to be. At least not the part you’ve drawn at present. You’ve already got 2 motorways going in that direction in that area (Stanford Expressway and the H-45). That means the R1 does not require a lot of capacity. But it might be after the H29, as I’m assuming the 3 roads previously mentioned go their separate ways.
If I have a divided road that is not to motorway standard, i.e. not fully limited-access, I tag it as “highway=trunk”. This is really the only time I use that tag - I know this is similar to how the “trunk” tag is used in OSM for the US and, as far as it goes, Korea.
I use the “primary / secondary / tertiary” tags not to show “quality of road” but only “level of importance” - this is also in line with OSM usage. I have a gravel surfaced “primary” road in rural Ardisphere, and six-lane tertiaries in Villa. Thus, the only tags that indicate “quality of road” are “motorway” and “trunk.”

I would think one motorway is enough to handle an airport. Your airport doesn’t seem that big, anyway.
