Indeed, both things are true, but I suspect they are unrelated. The tile refresh definitely seems hung up on something… I guess we’ll have to be patient about that. The anomaly is because a user is doing a “country move” and may have made a mistake or got caught short with a half-loaded changeset.
The smear across the southern hemisphere was my fault. The changeset took way too long to upload (was running it on my laptop before class, had to move from the library to class across campus). That particular problem should be cleaned up now.
The forest cover in that area was done using a modified version of isleño’s method he outlined on the wiki
What I did was I drew out all of the rivers and streams in Inkscape (and then to JOSM using the SVG to OSM plugin), exported a copy of the waterbodies.svg to png and into Paint.net, where I combined the riverbanks with a cloud layer for random forest edges. Then the combined riverbank + random tree clumps image was converted back into an svg and into JOSM.
It produces good results, and I plan on doing the same in the rest of the country. However it does produce a boatload of nodes, so moving it and/or loading a large area of it in JOSM is a headache.
I remember when moving Karolia to Uletha I failed to lassoo all the nodes and left some roads smeared halfway across the world - took Luciano’s help to fix the changeset.

I will admit that said user has amazing river/forest mapping skills.
