This is basically a server performance problem - the current OGF server is up against some scaling issues.

One solution that has helped me a little bit is to change my timeout defaults in JOSM (under Preferences -> Advanced tab) - see screenshot here:

However, it doesn’t help that much… the main way I deal with this is to zoom in and try to download smaller areas at a time. Basically, if you ask for too many objects at once, the server takes too long and either JOSM, or the server, or your ISP give up.

Another option for large and dense area edits is to do large .osm file conversions from recent backup files. However, that requires reliable recent backups, which are also not happening because of server performance issues.
