What are we looking at here first I guess geoboi? If we’re talking about editing the country admin boundaries…I’m no use xD But if you want to add in states/counties/whatever sub-divisions, I can help you out there with making the Relations.
You have to make one relation for multiple lines, not one line for multiple relations mate ;) . First of all create all the boundary lines, divide them where they intersect, select all sections of a boundary, create a relation. Of course I’m telling you about JOSM, i don’t know about the browser editors.

provinces is what I am trying to create. I just have so much trouble with multiple relations for one line. Can you help Aces California?
