The relation doesn’t have an ID; it looks like a user just made some islands in the middle of the ocean and started mapping without consulting with anyone.
Worse, the world overview map at http://opengeofiction.net/wiki/index.php/OGF:Territories shows it as a blue territory and thinks it is as part of Rhododactylia, which it clearly is not. It doesn’t show up in http://opengeofiction.net/wiki/index.php/OGF:Territories_List either.

That island was originally made by a user named kajigafliga in February, 2014. It was unauthorized at that time, but none of the admins ever took any action against it - we don’t always see things and/or everyone is busy doing other things and forgets.
When I was doing some boundary regularization and repair in September, 2015, I made a unilateral decision that since it had been there for so long, to just go ahead and let it continue to exist. I decided that rather than make it an independent territory, to just “attach” it to AR901 (i.e. Rhododactylia). At that time, I made sure it was included in the territories overview map.
Looking at edit histories, a user named Bazinga came along and detached the relation from Rhododactylia in November - I never noticed that, and that would, technically, be vandalism, since once something is “blue” it should, ideally, stay that way or be an admin decision to change it.
Anyway, I have “reattched’ it to Rhododactylia. As such, since are by far the most active and dedicated mapper in Rhododactylia, you are free do develop it as you think appropriate. You have a good judgment about things so I expect it will be improved.

I noticed the Bazinga edits, however I didn’t know it was actually much older than that (pre-dating my involvement with OGF, much less the formal naming of Rhododactylia).
I will do the best I can with it. I did have plans to add an island off the coast at some point, though I had in mind something a bit closer to the coast.

It did seem a little cramped, but some of the scales made some sense to me at least. Should I just select the whole area and expand everything a bit?

It looks like they’ve got buildings several kilometers long… If anyone is going to do real cleanup here they’ll need to resize each item individually. This is also a classic case of someone adding islands without adjusting the maritime boundary, so that’ll need to be fixed also. @skquinn: As Luciano says, you are free to do what you like, but you are also free to ignore this place if it’s not something you really want to deal with.
