It can be tricky. At minimum you are probably looking at changing all the node, way, and relation IDs to things that don’t conflict with existing OGF objects, and adjusting the coordinates to fall within the correct country. This probably could be done with an automated tool, though not one that currently exists (i.e. it would need to be programmed).
