Sorry for the confusion. “Reserved” is a temporary label which simply means that the territory is not currently available to claim.
The admin team may be considering dividing the territory into smaller territories, or uniting the territory with other reserved territories to create a larger territory, or altering the boundaries between reserved territories, or using the territory for some future collaborative project.
There are definitely a lot of reserved territories right now. Most of them will return to “available” in the near future as admins finalize decisions about these territories.
