Not an expert on JOSM at all, but it would appear that after drawing (and selecting) a square, you can hit the letter Q or select orthogonalise from the Tools menu.

I do it this way:

  • draw a long straight line
  • add to this line another line which is rectangular (press a)
  • split the two lines (select the node between them an press p)
  • now you can use the parallel-tool to copy both lines many times in the favored distance (shift+p)
  • at the end, select all lines and press j to create nodes at the intersections

(I hope the shortcuts are correct since I don’t have JOSM here…)

Orthogonalise does not work well. Using angle snap normally works best (https://josm.openstreetmap.de/wiki/Help/Action/Draw/AngleSnap). You can also use this plugin: osm.wiki/JOSM/Plugins/Create_grid_of_ways. If you use the plugin, make sure you add detail and make it interesting.

There is a JOSM plugin for this, where you can put nodes on two different ways and the grid is drawn for you.
