I use (and I would recommend):

  • measurement - just for measuring ways
  • PicLayer - with this plugin you can use images in JOSM. This is very useful if you’ve drawn a map in real life and would like to draw it in OGF too

Terracer is probably the one I use most often. It’s insanely useful for making long rows of houses when you don’t want to manually draw out every single one.

Splinex is pretty good for when you’re drawing curved roads and things

BuildingTools is useful when you’re plopping down a lot of unaligned, rectangular buildings. Three fast clicks instead of five slow ones.

FastDraw is very nice to have when you’re drawing out natural “bendy” features like forests and rivers. It lets you smoothly draw out the entire line instead of having to click for each node.

Continuos download and Download-along can be helpful when downloading massive areas of land to work with

Finally, UtilsPlugin is nice to have. It’s just a few extra utilities, as the name says.

Other than these, I would recommend just browsing through the JOSM plugins list, there’s a lot of cool ones in there!

All of the above - definitely UtilsPlugin and UtilsPlugin2, too!

plus:

reverter - very nice when some idiot newbie draws a motorway across your country

poly - useful to get polygon files for use with osmosis and osmconvert

CommandLine - not what the name implies, and a little bit wonky, but I like the circle, ellipse and bezier functions

buildings_tools + terracer are definite musts. This is how I lay down most of the row houses and shopping centers in Rhododactylia. Don’t forget that buildings_tools lets you specify a width and a length step (Alt+Shift+B); if you want a row of exactly 20 townhouses (row houses) 15m x 10m each, that’s how you do it.

CommandLine, rex, turnlanes-tagging, turnrestrictions, utilsplugin2, HouseNumberTaggingTool, FastDraw are also ones I rely on a lot. (I use little else besides the fillet feature in CommandLine but the others will probably come in handy at some point.) Contourmerge has also come in handy on occasion. I also use Create_grid_of_ways to lay down the basic street grid in a new city, though it can be done without; if you don’t make too many large cities it’s probably not all that useful. OpeningHoursEditor can be somewhat useful, but lately when I have tagged this I have just typed in values (which is much more flexible as the plugin’s dialog only exposes and understands a very limited set of the syntax).

I used to use Alignways a lot. In fact I still do, but it’s rather buggy as something changed with JOSM a while back and it was never updated. That said it’s good for getting out of the jam where you have two not-quite-parallel ways that should be (parallel).

There are probably a few I’ve left out and I know I have duplicated a couple of mentions. I will probably write an entry of my own describing features I have found in these that are not at all obvious to those using them for the first time.
