I have a 6 -year old Acer, ‘running’ Windows 7. I honestly can’t image you having a computer worse than that ;-) And I got JOSM working, though with a little script. It is a copy from an OSM script.
Just to be clear, changing a tag on the land area relation to “reserved” does not alter the official status of the territory, which is still “active” as shown on the overview map. Territories that are officially “reserved” may not be owned by individual users.
If a user simply wants to pause their mapping for six weeks, that’s fine. They don’t need to make any announcements or any status changes. They should just come back when they’re ready. If they stay away for so long that the territory gets marked for withdrawal (usually a few months minimum) admin will send them a warning message before anything happens to it.
My compliments for keeping old stuff running until it’s really worn out - we far too often go for the new and bright. But you may be lacking in essential updates by now, I fear. I have one PC running WinXP SP2, but I only use it as printer server for an old printer not having a driver in Windows7 and for some retro games (Space Quest anyone ?).
You might want to experiment with putting a light Unix version (Lubuntu ?) on it to see how far you will get with that, but I can give no guarantee that it will help you in this case.

What kind of computer did you use for JOSM, because I use an Asus Laptop with built in Intel Graphics.

(Update) Dad told me that we still had the copy of Windows 8.1 we bought a few years back but it will take some time.
