Is it allowed to use the Blue countries like a ‘Testing Zone’ for cities to see if we like it, then copy-paste it into our own countries?
Also, could it be possible to ‘Control’ those kinds of areas that we use as a literal ‘testing ground’?

Well, normally the best place for a test would be within your own territory, so you don’t have to do any copy-paste.
But if there’s some reason why that wouldn’t work, you could use an obscure spot in Commonia, away from everything else, and it’s unlikely anyone would interfere. It’s not possible to ‘control’ land in the blue countries, but if someone starts messing with your test, you can just send a message asking them to temporarily hold off until you’re done, and they should respect that.

I might just make contributions to the blue territories whilst still ‘training’ myself to make better cities and landforms. I should hope that people don’t interfere with my work there, but I won’t ‘control’ it.
