Should R1 Be a Primary Road in Mikehaven? It has a lot of Ramps and seems like a Motorway, But it also has some Stoplights. What type of road should it be?

I need some Railway Suggestions because so far my railways have been not so good. I’m working on a railway called Link Intercity Rail Witch will have characteristics like Amtrak IE; Intercity, Underfunded, Underused, Expensive, Mostly Diesel, Not many tracks and underused. I also have the main rail line and some fright and abandoned rail lines.

I’m making A parkway with very short ramps witch will be at every other or every third street, this may sound like to much but the parkway will be in a rural area with not very many roads. Allso The ramps may be short but the parkway is supposed to be old and will not be up to freeway standards.

I am working on a large city based on Chicago IL, New York NY and Stamford CT with 45 streets that are numbered and 16 Avenues numbered that will be a huge city when I’m done, I’m all so working on a highway system for that part of the country.
